Is there a limit to fixed window views in panel.cfg?

Despite careful checking, I can't get my FIXED WINDOW 37 to display a bitmap in a panel I'm making. The bitmap is in the folder and sized correctly and so on, but in FS the view simply goes to UP as it should but ... no bitmap, just an open view.These are the relevant bits of the panel.cfg; square brackets of course:(WINDOW TITLES)Fixed Window37=UP(VIEWS)VIEW_UP_WINDOWS=37VIEW_UP_ZOOM=0.8VIEW_UP_DIR=90.0, 0.0, 0.0(Fixed Window37)file=UPPER.bmp position=7visible=0ident=37render_3d_window=1nomenu=1window_size= 1.000, 1.000window_pos= 0.000, 0.000I've tried different image formats for the BMP, and naming it UP and UPPER, but to no avail.
