They are supposed to use English. The use of both French and English for different aircraft on the same frequency and same runway was cited as contributing to a fatal takeoff collision at CDG years ago.However, I would not be surprised anywhere in the world to hear a local pilot and local controller talking in their native language.

It still happens far too often. I was watching a thing on safety on TV a couple of years ago, and even after several near misses at CDG and other airports it was found that local controllers were still speaking to local AC in their own language. British pilots said they hate flying into CDG for that very reason.
