"Microsoft ESP is available to all MSDN Subscribers certainly supports your case. However the box immediately below it it states "Microsoft ESP v1.0 client and the Microsoft ESP SDK are available through the Microsoft Volume Licensing program only"which supports mine!

I'll put this all to rest... if you have an MSDN subscription... you can download the ESP SDK and client. Verified.

This is the core package that the "clients" of the Solution Provider must pay for in order to run the Solution Provider's "solution..." ;)Understand that a "Solution Provider" (SP) is simply another name for a 3rd party developer, albeit one who has FULLER ACCESS to the base platform.For example, the top menu bar is fully "customizable" and only those features of the core platform that the SP wishes to be active will be, and the SP can add their own, unique menu items. They may for example, provide their own weather module as an integral part of the sim (as opposed to having it as an "add-on"), et cetera.
