Default Texture Tile Theory

Wasn't there a Microsoft document in one of the SDKs that described the concept of designinig scenery tiles that appear to be seamless? I had someone ask me how it was done because it appears to be so "tileless?" and I seem to recall it was described at length in a document somewhere but I cannot find it.

It's in the Fs2000 Terrain SDK, there is a document there called Pattern reduction.pdf
