As far as I know they always follow the terrain. So I think you need to make a 3D bridge for cases like this.Even if you could give it an altitude it would look strange, because the objects that are used to build these VTP bridges only have a leg length as shown in your picture. So raising it would look like the bridge is floating.

I suppose you could also remesh the land under both ends of the bridge so they're the same height. It might look a little strange, but better than what you've got there!

I think the last must then have the same height as the water, otherwise you would still get the drop you see now. Looking from this screenshot it will not be very realistic to lower the land that much.
