Help with Exclude Builder

Good Morning All,I'm trying to exclude some scenery around my home field and am trying to use ExcBuilder version 2.0 by Paavo Pihelgas. Every time I try to open it I get the following error:"Class not registered. You need the following file to be installed on your machine. MSSTDFMT.dll."Problem is, I do have it within Windows.
