You need to create objects in Gmax or FSDS3 that are saved as mdl files and then these are compiled into a library of objects using bglcomp

if the object include movement thing,so ,can rwy12 load the file?

Yes, if the MDL object contains animation that is no problem. Rwy12 is a placement tool, so it can place any MDL object that is contained in a library BGL.By the way, if you want to make the XML file for Rwy12 without editing the XML manually, you can also try my Library Creator XML tool. It has a function to export a Rwy12 XML file.
