sinking models

I'm trying to sink the warehouse model in the center of this picture 8' but I'm not having any luck. I've tried setting the properties in both TM2 and the FlyII editor to "sink model 8'". The properties will change but the model doesn't. Am I missing something or will only certain types of models actually sink?
