Adding new Airport

I have now got the list of frequencies (from FS9 Map) for VTBSVTBSSuvarnabhumiATIS 125.70Ground 121.65Ground 121.95Tower 118.20Tower 119.00ILS Rway 1L 109.10 12139ft 15 19R 109.50 195 1R 110.10 13123ft 15 19L 110.50 195 The manual instructions for adding new airports give the order for adding as " atis, clearance, ground, tower, unicom, multicom, approach, departure". In which order should the listed frequencies be added to f4.csv?
