Frequency calls

I've heard some controllers here issue frequencies differently. Example: Hawaiian two eigthy-two, contact tower, eighteen one. The eighteen one being 118.100. if we do the shorthand, then someone will say we're not being "per the book".we debate the "real world" vs "by the book" daily. it's a no win situation :-(
