interested in purchasing RC4, do i stop loading ai smooth if i have rc4

You can and possibly should use both, because AISmooth handles some stuff that RC doesn't. Search this forum for more.

I use both. I don't know if it helps, but it doesn't seem to cause any problems.

Will tools like fs configurator that speed up ai on the ground and off the runway quicker, help or interfere with RC4?

I use both with no problem in FS9.In AI Smooth I have respond to user aircraft turned off so if I'm on final only RC is controlling the AI around me.FS9 Configurator well for slightly speeding up ground AI.Between AI Smooth spacing out arriving AI on final and FS Configurator getting them off the runway, the FS AI rush at loading a flight causing a quick build-up of the take-off queue is relieved quite a bit.
