Strange. Only thing I can suggest is to look at the failures menu. Maybe there's some failure that can make the testing system inoperative. Thats only my guess.

The engines do not need be on. Remeber that it is a three way switch: it goes left, neutral, and right. Left just tests a couple of lights. Right tests the bells and lights.
