When do I use the Anti ice features in the overhead panel 747?

Please forgive me if this has been posted somehwere before but could someone please explain to me when to use the anit-ice and what it does exactly? My understanding is that it defrosts the wings but if this is the case do i do this on the ground, prior to take off, or in the air or both?RegardsPaul
