About the fps when running PMDG

Yesterday, I saw a movie on YouTube about PMDG 747-400X. I was surprised that the movie was recorded with a high fps. In the movie, I can easily see that the settings are all pretty high. The movie: http://hk.youtube.com/watch?v=4iXiix1fUGg He has 9800GX2 and unknow CPU; I have a Q6600 oc 3.15GHz, 8800GTS, 4GB ram. He is working on 64bits Vista and I'm working on 32 bits XP. I have a fps with 10-20 in VC since he has 40... Is video card so so so important? I heard that CPU is the most important in running FSX before... Which is true? What can I do to raise my fps without decrease my graphic setting or buy new hardware?
