Yes and Yes - don't know the reasoning behind it tho.

The jettison pumps only pump fuel from the center tank. They can't get at the fuel in the wings.There is no means of transferring fuel into the center tank except for the few pounds that the vent system may occasionally deposit therein, so no way to dump fuel from the left and right tank.Tony Vallillo

but look, if you have lots of payload and your wing tanks are full of fuel you can be easily above the MLW.cheersRob
