I know this question has probably already been asked...I want to start doing repaints for fs2002 and I was wondering, what program would be the best to use for it?

If you want to pay, then get Jasc Paint Shop Pro or Adobe Photoshop. Photoshop is very expensive, so I suggest PSP. If you want free, I suggest Pixia.

Do you know where I can get any guides on how to repaint, or how to begin??

over at http://www.simviation.com there used to be something called "Grumpy1's Lair" that had a Pixia tutorial. I don't know if it's still running.
