This depends in part on whether the upgrades are the same core (Willamette versus Northwood). If the upgrades are for the same core, then I would go ahead and spend $40 to go from 2.0 to 2.2. I wouldn't spend ~$200 for 2.0 to 2.4, unless you go from Willamette (0.18 micron die) to Northwood (0.13 die), and your willing to overclock the CPU. I say this because people are having good success overclocking the Northwood processors as much as 0.3 GHz (or more).As for the graphics card, I wouldn't spend the money for the Ti4600. Save your money and wait for the next generation of graphics cards, which are just around the corner.Hope this helps.

No The 2.2 overclocks a little better than the 2.0 and with the supplied default heatsink and fan is an easy overclock to 2.5 and most will do 2.7 without a problem. (And, unlike AMD chips, the P4's are extremely difficult to damage from overheating). The Ti4600 is only useful in the most extreme of cases.
