Missing Textures in FS2002 with Radeon 7200

I just upgraded my computer and OS and re-installed fs2k2 but now I don't have any ground or water textures. I've tried every combination of settings I can think of including moving scenery up in the library with no luck. I was getting some really weird stuff until I turned off MIP mappping (I'd have to double-check I'm at work) with no luck.All my scenery is just one flat color (same with water). I can see all the bldgs etc but no ground textures. I occassionally get multiple horizons.
