are you using anything like riva tuner...anyway try enabling V-Sync turn that to auto or on.. not sure if it can help but it looks like image tearing to me.

V-Sync - vertical syncronisation (this allows your vid card to not display faster than your monitor can draw)Riva tuner - is a util that allows you to set options that the drivers wont let you access you can find it here http://www.guru3d.com/rivatuner/if you download it check your V-Sync settings.
