Help with sensitivity

I set my my joystick to full sensitivity, but it isnt sensitive enough. I had this problem a year ago and I remember you had to change a 0 or a 1 somewhere in the files so that it becomes more sensitive. I had my comp reformatted and I dont remember the procedures. Could someone pls help me out here.
