Runway and Aircraft Lighting

I've had this problem before and cannot remember how to fix it. At night the runway lights flicker on and off. Also, the tail lighting on the aircraft I fly sometimes flickers or doesn't show at all. I have searched the forums but have been unable to find the solution. Could someone please remind me of the fix.RossNottingham, England
