On the other hand, regardless of the actual answer to your question, it would surely be interesting to have such a simulation be based on simgear, simply because this could ultimately mean that SimGear's water modelling capabilities could eventually also improve, which in the end would also benefit FlightGear itself (i.e. improved effects and graphics, improved realism). Also, given that there are indeed some waterplanes in FlightGear, such features would eventually also be required in FlightGear anyway. If we take a look at screenshots of MSFS or X-Plane it's getting very obvious that water modelling in FlightGear could indeed use some improvement, looking at the carrier scenario it's obvious that these things are not necessarily that complicated either.So, if you are truly interested in using SimGear for such a boating simulation, please make really sure to get in touch with the SimGear developers, that way you can be sure that you are talking to the right people who are actually able to tell you what's already possible and what might need to be improved upon. I could imagine that your idea might be very warmly perceived by the SimGear developers, simply because it is one of the officially stated SimGear goals to eventually become a generic "simulation kernel" and it is very obvious that SimGear as well as FlightGear could definitely benefit significantly from such an effort. In any way, you could probably already use SimGear for lots of the environment modelling and 3D model handling routines, stuff like realistic water and wave modelling would probably need to be implemented from scratch though.Good luck!
