PSS B777 Update Error

I attempted to update the procedures in a newly installed PSS B777. I updated the nav data using AIRAC 608. Next following the insert procedures using PSS Procedures 702 The SIDS updated without error; the STARS did not update. The error log states "In GetNextUserNames the error was invalid procedure call or argument"Any idea how to resolve this?
