The unload only refers to the filter driver.While proxyUser.exe is running, you cannot unload the filter driver, because proxyUser.exe is actually using it. That is why you see the error message. You may be able to unload the driver after proxyUser.exe has been shut down, but some people report that even this is not working for them.It's not important to unload this driver, it should not have any side effects while proxyUser.exe is not running. The little amount of memory gained from unloading is marginal.
