Not exactly news either. Tileproxy is already accessing this data layer.It is essentially data from the USGS aerial surveys in the 80's which has been artificially colored using some other satellite layer. I spotted some NAPP/USGS labels in the Yahoo! data, so I know where their US coverage is from.This looks better than the post-colorization Tileproxy does "on the fly" with the MSN Virtual Earth NAPP/USGS layer.To be specific, it looks like THIS: http://edtruthan.com/tileproxy/
