I take it that it you checked that you were tuned to the right frequency on Nav 1 ie Heathrow 27L 109.50/273EditVOR navigation information can be updatedmanually in a number of formats.

Just for reference the post is a bit miss leading. Are you asking how to tune a LOC or are you asking how to fly it. Normal procedures at many airlines are to automatically tune the ILS in the FM so that you have a cross check that you have selected the right approach from the database but for your purposes you can manually tune it as well. The LOC itself and an ILS will fly just fine in manual flight with the flight directors or without them. With the flight directors on, using the MCP (assuming the ILS is tuned) then you just arm the LOC for intercept as if you were flying with the autopilot.... and again this may be a misunderstood reply by me as in I assume you do mean the autopilot and not the MCP. In order to track a LOC or ILS in the 744 with the Flight Directors you need to arm the approach or first LOC then APP but either way you arm the APP by selecting it on the MCP (Mode Control Panel)... with the flight directors on you will then be directed to fly the approach using the FD's and the ILS while manually flying the approach.RegardsRon Hayes
