I want to learn instrument approaches! Now what?

Ok, I am trying to learn basic instrument flying (VOR's, etc.) by taking some of the offered FS2002 lessons, as well as reading the ground school portions. I am going to take a flight from my home airport to Dubuque, IA, to test out my new knowledge, and see if I am doing things right. But I need an approach chart for Dubuque :- . Can anyone tell me where I can get these approach charts, like the Jeppessen SIMCharts, so that I know the minimum approach altitudes, ATC frequencies, etc.? Can I get them for free, or do I need to pay. The airport code, just in case, is KDBQ. Thank you in advance.

Also, where can I find the ILS frequencies, and how strictly should I follow the ILS needles? Thank you again in advance.
