uninstall shockwave 3d lights from add/remove and install againi had the same issue ....

I dont hav 3d light installed, so it has to be something else but what ?

It looks like a problem with the texture used by the effects file or maybe a problem with the effect itself.FSX\effects\texture\fx_2.bmp is the usual file used for nav lights. Just by looking at the results it looks like the alpha channel may be missing from your fx_2 file. Find your fx_2.bmp file and check the dates modified and created they should be around 2006. If not try copying across the effects/textures from your clean backup of FSX. You did make a backup of FSX when you first installed it (ie clean and with no addons) didn't you?This thread has much info about the problem:http://forums1.avsim.net/index.php?showtopic=65089
