Performance Problems when it comes to clouds

Hi, I have fs2004 and it works great until it adds clouds. If no clouds I can have all the sliders in the display to the max or right and I will get between 25-30 fps but I put clouds on and it drops to about 2-5 fps. Do I need a better video card? WHat should I set my cloud display settings to without making them 2d. If I need a better video card any recomendations for a good video card that isn't going to clean my account out.
