Can I Limit Visibility on Downloaded WX in FS9??

Greegings all..Have had the new video card a week and love it but want to elimiate the "hard horizon line" seen with downloaded weather and reported visibilites greater than 20mi. I'm aware of the references to the max visibility line in fs9.cfg and have tried to change it without result. FS seems to be overwritting the file on start up and resetting the default value. (Have not yet verified this with the file's date stamp however) Manual WX setup via the "Custom" weather dialog boxes works fine as I can set the visibility anywhere I want. Would just like to be able to override the greater than 20 mile visibility condition that produces a hard horizon line with downloaded WX. I've installed the non-registered version of FSUIPC to see if it might offer a solution - It did not.
