Just wondering why I cannot set only the key "CTRL" or "LSHIFT" as a command?

OS: Windows 7 x64

I would like to add to that why CTRL+SHFT+1 is saved as SHFT+CTRL+1 and thus unreadable for example for Radar Contact.and CTRL+SHFT+0 is not saved.Thanks
