Static winds for flight reports?

I have upgraded to the new BETA 2.50.3 and when I go to my OPUS FSI Reports link and go to my Destination and Alternative METARS it shows the wind the same as my departure airport and has the word STATIC next to it, what setting did I mess up? I checked my wind stabilisation settings and when I got below FL190 which was the default value for the recovery altitude it switched to the correct winds. I went ahead and disabled wind stabilisation for now.

 

Also, does OPUS depict wind gusts? I went into LAS and the wind was 210/13 gusting to 19 but I didn't have any gusts affect my aircraft on my approach.
