Texture quality reduced when flying from GEX area to UK area

I was doing a flight in the default 737 from LFPG (Charles De Gaulle, France) to EGPH (Edinburgh, Scotland).  LFPG is covered by GEX Europe and the UK (England, Scotland, Ireland -- missing central Scotland as it's not available yet) is covered by Horizon's photo scenery.

 

The problem is that as soon as I enter the UK (Horizon photo scenery) it will NOT load higher quality textures.  There seems to be a problem when moving out of the GEX Europe into Horizon UK.  Now I'm 99.9% sure this is nothing to do with my FSX.CFG setting, my FIBER_FRAME_TIME_FRACTION=0.99  (which basically means for every 1 millisecond spent rendering frames FSX will spend 1 millisecond to load textures).  I am running high end hardware with very fast SSDs.

 

BUT to further bolster my conviction that it's not a FSX.CFG problem, if I exit FSX (to desktop), then run FSX again, and select EGPH, I get the very nice higher quality textures provided by Horizon photo scenery.  I can fly around the UK all day and the high quality textures stay high quality.  There just appears to be some issue moving In/Out of Horizon area and GEX area.  I also tested just flying around in the GEX Europe area (mostly France) and there was no problem with texture quality there.  Problem ONLY appears when I transition from GEX area to Horizon UK area.

 

I recall reading something about this on Orbx forums, where their scenery would induce the same type of problem.  However, I can't seem to find any info about a possible resolution other than saving the flight, exiting FSX, going back into FSX and reloading the saved flight.

  

Anyone have a solution to this?

EDIT: I did try to post this question in the Horizon (Playsim) forum but their forums appear to be having issues with SQL server errors when attempting to post.
