FS9 Scenery Problems

Is there a limit to the number of sceneries one can add?I have added 250 separate sceneries and installed them, but less than half show up on the selection screen.Furthermore, the area numbers get scrambled all the time by the software.There is also a scenery.cfg under FS9 and also under Documents and Settings.
