What does fs9 safe mode shut off?

Hi fellow flight simmers.  Hope someone can help me out here.  After switching to a windows 8 computer I started having a problem with fs9 ( the main panel frozen while the virtual panel works fine).  When I use the safe mode the problem disappears.  I would like to know exactly what the safe mode shuts down so I can try turning things back on one at a time to find out what exactly is causing the problem.

The computer safe mode shutting down the startup programs and services routine didn't solve the problem.  That's why I would like to know if the fs9 safe mode option in the troubleshooting shutting down section is turning off additional things???   thanks for your help.
