optimising FSX for 737NGX

I have recently bought this product and am following the 737NGX-Introduction pdf file.

It suggests using venetubo site to optimise.

It seems pretty good.

However one of the recommendations given by this site is to download a file called FPS Limiter

It does not say where to unpack this. ie what folder.

Has anyone gone through this process and can advise.
