I recently bought Drzewiecki's KJFK (only $12.99, too good of a deal to pass up) and noticed that the textures for runway 31L were covered up. You can see the textures, however they're under a layer of gray. This isn't the case with any other runways, and the scenery seems to otherwise be fully functional with DX10.

 

I tried tweaking the Legacy slider all the way towards 'scenery' to no avail. Their other scenery I own, KLGA, looks fantastic and has no visible issues.

 

Any ideas?

Turns out runway 31L/13R at JFK is made of concrete, not asphalt.
