Scroll Wheel Not Working

I just did a clean install of Windows 7 and FSX and FS2004. My problem is this: the mouse scroll wheel does not work in either 2d or 3d cockpit in FSX. I can't manipulate things like the altimeter or radio knobs with the scroll wheel, only with the left mouse button. In FS2004 the scroll wheel only works when in windowed view mode, not full screen mode. I've tried multiple re-installs of Windows and FS and this problem keeps happening. My computer seems to be running fine in all regards other than this. I also have XPlane10 installed and it is running fine. Really hoping someone can help with this. Thanks. :hi:
