Tokyo FPS Improvement Guide

Hi,

To those who might not know this already, the Tokyo city area is extremely FPS intesnive (I get half the amount of fps i get everywhere else). Recently I found a guide on how to tweak for better performance around the Tokyo area: http://fsx.o.oo7.jp/ (You can find the actual post under the Prepar3d Professional logo I can't physically link it :/ ) However the instructions aren't the best and I have difficulty understanding what to do. Can anyone shed some light on this? Thanks.
