VMR Generator only generating one rule

Ive been trying to use VMRGenerator to make rules so i can use IVAO_MTL, ya i know not supposed to be used on vatsim but im having the same issue with world of ai. It says 6342 liveries wrriten to ai_liveries.txt and 1 rule written to ai matching rules generated.vmr. This is all thats in the vmr file:

<ModelMatchRuleSet Folder="" UpdatedOn="03/26/2017 12:04:01 AM">
  <ModelMatchRule TypeCode="B735" ModelName="B735A" />
</ModelMatchRuleSet>

Can anyone help this is driving me crazy.
