Innsbruck blurries and low fps

I recently installed orbx innsbruck and WOW what a detalied scener! Very impressed. But i get very blurry and slow loading ground textures. And like 15 fps. Is it caused by the scenery, my hardware? My cpu isn't the strongest (i5 4460). Generally I get quite smooth frame rates and sharp textures.

So, the scenery fualtes or do I need to upgrade my cpu.

525GB ssd, With P3D 3.4

1TB hdd

 

Edit: I deleted FIBER_FRAME_TIME_FRACTION=0.01 from the .cfg but still blurry. Not as much as before
