Controls that dont appear to work?

I've noticed in the controls you can set things like War Emergency Power and Raise/lower floats. Open/close ballast and tail hook but there doesnt seem to be any planes that can use them. Does the standard FSX just have controls for planes that are only in Deluxe or are they there for modders?
