Flying around last night I tried tuning the radio to the tower frequency at the airport I was flying towards. No options show up to communicate to ATC, but when I scroll through the list of "nearest airports" in the ATC menu and select the airport, it will then tune to that same frequency I had already input and give me a list of things I can say.

I double checked the frequency and they're both set to the same value. Is this operator error or a bug? Why can I not talk to ATC with manual tuning?

Edit to clarify: yes, I swapped the frequency to active. It showed up with the correct name in the ATC menu to confirm I was tuned to it.
