FS real time Modify Offset window issue

I'm trying to use the Modify Offset feature on FSRT.  When I click it the window does not appear.  I will click it multiple time and I notice that its trying to appear but goes away.  I used the MO feature before, all the time and it would work fine.  I have the most current version available.  Any Idea on how to fix this?
