Why are 2 different magnetic numbers?

A magnetic heading is changing because the shortest path between 2 points is an orthodrome. For shortest distance it will not change.
If you fly exactly in one heading - it's called loxodrome, but it's not shortest line, it's a spiral that goes around sphere (Earth) into the one of polars (depend on heading).

284T is not magnetic deviation but true heading. BTW you think about magnetic variation (~3deg East in this case).
Magnetic deviation is an compass error because of local magnetic field (for example iron's ship side).

For this Example, at the VOR it starts with 280M and after 12,7nm the value is 281M, right?

In the 2nd part: You are right, I meant magnetic variation, not deviation 🙃…..
