Texture_Bandwidth_Multi and Fiber_Frame_ Time_Fraction

I know the "fiber frame" tweak will increase FPS at the expense of texture clarity. How does the "bandwidth" parameter affect FPS? Does this parameter potentially undo the "fiber frame" parameter? Bottom line, how do the two relate?Thanks for replies.
