Looks like Rex Weather Force will be out of service for a few days due to a change in their server provider. Here's the key message

Starting at 00Z (5 PM PT/ 8 PM ET) today we will start the process of moving our data services over to our new data servers. However, consequently we will have a temporary, but extended outage with our servers during this time. Therefore, REX services will be down during this time.
