MS 2020 not opening content manager on 1st start

On 1st start up splash screen goes blurred and the content manager does not appear and sim just hangs, I close the sim and then restart, splash screen goes blurred and the content manager appears and the sim then loads with no problems.

Sim purchased with Steam. Tried all sorts of things. Removed Community folder. Started offline. None made any difference. Have lived with this since upgrade October 21.

Would appreciate any ideas please.
