E-Commerce Test Connection Fails

This is my first time using E-Commerce and it hasn't gone well.  When I click on Test Connection, it fails.  I have tried turning off Windows Defender as well as opening the firewall specifically for rxpGTN-750-XPL.exe and the test always fails.  I don't want to make a purchase, only to find I can't download the software.  Any useful suggestion would be most welcome.

One more thing.  I've tried this on another PC and have the same trouble.

  3. Adjust your preference.
