I have a number of generic questions I hope that some of you will help me get some insight on. Here is one I don

The exclude command removes objects at that location that are called out by scenery areas of a lower location in the world library. In your example, if "your area" was on top of the world library list, it would exclude all other objects and allow only the "your area" objects to show.You must tell the exclude what to exclude, as you did by appending the objeccts, vors info.

Put another way, then.......The Exclude statement at the end of a scenery bgl just bans the drawing of objects in lower priority bgls, not on any objects in its own bgl.
